Uruguayan Navy Seeks Supplier for New Coastal Radar System

07/15/2015

MONTEVIDEO, Uruguay --- The Uruguayan Navy has sent a delegation to Italy in search of a new coastal radar system. The delegation will visit Italian company Elman SRL and the Italian Coast Guard's facilities.

Elman specializes in the development of Vessel Traffic Services (VTS) systems, particularly for the military market. Uruguay is interested in acquiring a coastal radar that incorporates VTS.

The Navy has been upgrading its coastal surveillance capabilities since the turn of the century. Finally, by April 2012, the government initiated the process to acquire a new coastal radar system to replace the existing one, which officials say is virtually obsolete at this point.

Initial bids were received from Italy and Israel. The Italian offer was part of a larger package that included patrol vessels and helicopters. However, the procurement became the subject of controversy and a contract has yet to be signed.

An international bidding process was never conducted, and according to sources within the Uruguayan government, the MoD did not wait for technical approval from the Navy before selecting the Elta EL/M 2226.

The government directly contacted several suppliers, including Thales, Signalis, Indra, Elta, Cassidian, CETC, Gem, and SELEX.
